Matthew J. Sagers

An expert on energy transportation systems and regional economic development in the former Soviet Union, Dr. Sagers is the key contributor to the Eurasian Oil Export Outlook and Eurasian Gas Export Outlook. His expertise includes pipeline constraints and solutions in Eurasia. His recent research includes Russia's new LNG strategy, OPEC+ compliance for Eurasian producers, Russian oil production flexibility, Russian spare oil production capacity, Russian upstream and oil export taxation, lifting costs in Russian oil, Russian and Eurasian gas development and export prospects, Gazprom's overhang of spare gas production capacity, Kashagan project economics, Kazakhstan's domestic gas market, oil transit in the Turkish Straits, Ukrainian natural gas developments, new pipeline projects in Russia and Eurasia, oil products demand, and the Russian and Eurasian oil refining sector outlook. He is the author of many research articles, government reports, monographs, and other publications. Previously, Dr. Sagers was energy service director at PlanEcon., and chief of the international research center of the US Census Bureau's Soviet branch. He led the research that produced three National Energy Reports for Kazakhstan (2015, 2017, and 2019), served on several World Bank missions, teams and advisory panels, including specific commissions focused on oil and gas pipelines in Russia and Kazakhstan. He worked on the International Energy Agency's surveys of Russian energy and of Ukrainian Energy. He was an economic advisor to the Federated States of Micronesia and a geography professor at both Weber State University and the University of Virginia. Dr. Sagers holds a Bachelor of Science, magna cum laude, from Weber State University and a Master of Arts and Ph.D. from The Ohio State University, United States.

Mark Griffith

Mr. Griffith focuses on long-term strategic energy market analysis, assessing how factors like climate change policy and the competition among fuels and energy technologies can influence market participants' strategic and operational decisions. He is currently investigating the impacts of economy-wide deep decarbonization on the US and Canadian power sectors, and was recently the project manager for the IHS Markit multi-client study "Hydrogen in the Golden State", which assessed the potential role of hydrogen in facilitating a low-carbon economy in California. Mr. Griffith advises a diverse group of clients, including electric and gas utilities, independent power producers, oil and gas producers, government entities, financial investors, and transportation and power equipment manufacturers. Prior to joining IHS Markit he held several senior positions in the energy consulting industry, leading power market analysis, asset transactional due diligence, and integrated resource planning projects for a wide range of clients. Prior to that, he spent 15 years in the electric utility industry, focused on power marketing, risk management, integrated resource planning, regulatory analysis, and fuel planning. Mr. Griffith has sponsored expert witness testimony in Iowa, Kansas, North Carolina, Texas, Virginia, and in private arbitration. He holds BS and MS degrees in Mineral Economics from The Pennsylvania State University.

Josefin Berg

Her focus areas include developer and EPC strategies, the demand for PV in emerging markets and the role of PV in the power generation mix. With more than 10 years of experience in the solar power industry, Ms. Berg authors reports on PV markets and trends, and she regularly speaks at industry events. Prior to joining IHS Markit, she was an R&D strategy consultant in the field of energy efficiency and renewable energies. Ms. Berg holds a Master of Science in environmental engineering from Uppsala University, Sweden. She speaks English, French, Spanish and Swedish and is based in Barcelona, Spain.
