Climbing the upward hill of the chlor-alkali cycle: What comes next and when?

The chlor-alkali industry has a long history of cyclicality. Economic cycles catalyze demand that puts producers in the driver’s seat and justifies new capacity, economic slowdowns and capacity overbuilds shift advantage to buyers. Where are we in that cycle and what does it mean for the future of prices, producer margins and potential new capacity?

The Global Chlor-alkali Conference will explore the impacts of recent technology, environmental policy changes, and supply and demand expectations, to answer important strategic questions about pricing, product availability and new capacity outlooks, including:

  • When will increasing margins support new capacity?
  • Where is new capacity likely to be placed?
  • How much will the market tighten before new capacity eases the supply and demand balance?

The year 2017 delivered pivotal changes on multiple continents. The European continent is adjusting to less capacity but better cost competitiveness after completing the mercury-cell technology phase-out. On the other side of the world, Chinese environmental regulations fueled a caustic price run up, and injected a dose of new price seasonality – caustic buyers and sellers are affected the world over. North America’s low cost Gulf Coast stepped in to fill supply gaps in multiple world regions. Everywhere, the result is more demand and no new capacity, driving the chlor-alkali market into its inevitable up-cycle after multiple years in the doldrums.

How far will the upcycle go and when will new capacity provide a relief valve? New capacity project announcements in Europe are insufficient to significantly temper the tide of upward operating rates. The North American low cost position has not stimulated new capacity announcements yet, and Asian producers are sorting out the short- and long-term implications of a new paradigm in environmental performance management in China.
